The third issue of Kyle Higgins (Batman,
Nightwing), Alec Siegel (Captain America, Avengers), and
Rod Reis’ (Justice League) all-new ongoing series C.O.W.L. reveals an
unexpected plot twist and things become dire for the threatened superhero
union. Likened to popular television shows Mad Men and The Wire,
C.O.W.L. explores heroes in a time of tumultuous change, as they struggle to
combat corruption, navigate politics, and maintain the public’s faith.
